In the passage An education in citizenship , author argues that Illinois house passed a bill which allow the students who are in the U.S illegally to pay more out of pocket for their education in the state, although non-citizens immigrants pay far less. People don't want to see anyone deprived of a good eduction. In my point of view illegal students have to pay less than legal students.
Many students from other state charge more than non citizen immigrants. for example, friend of mine who came to NY from California and continuing her education in NY college.

Nearly in all modern Societies, those that are regarded as Citizens must posses some sort of certifying documents such as passport, birth certificate or naturalisation.
